Use the governance lens
Start with the question that changes what a system is allowed to do.
You do not need to build an AI system to ask how it is governed. Every time AI makes, recommends or shapes a decision that affects people, the governance question already exists.
Culture Key helps turn that question into something usable: a way to see authority, accountability, risk, intervention and recovery before they become difficult to locate.
Different people, shared questions
Start where you stand.
The same framework can be explained at different depths without changing its principle. What changes is the context, not the human standard.
FOR PEOPLE
When a system affects you
Ask what decision AI is influencing, who remains responsible and how you can question or challenge an outcome.
FOR TEAMS
Before building or scaling
Ask what the system can do, what it can access, who can pause it and what should happen if it fails.
FOR ORGANISATIONS
When responsibility must hold
Ask whether governance capacity can grow with the system: authority, escalation, audit, remedy and review.
A practical starting point
Use the framework on one real situation.
Do not begin with an abstract policy. Begin with a system, decision or deployment that already matters.
01
Name the systemWhat does it do, decide, recommend or control?
02
Name the peopleWho may benefit, be excluded, be affected or bear the cost?
03
Find authorityWho can approve, restrict, pause or reverse its action?
04
Test recoveryWhat happens after error, harm, conflict or loss of trust?
If no one can explain how a decision can be challenged, stopped or repaired, the system is not yet ready to be trusted with it.
Practical frameworks
Two places to begin.
INTERVENTION
STOP Framework
Use it when a system may act with meaningful autonomy or consequence. It examines stop authority, veto velocity, rollback integrity and the arbitration layer.
A system that cannot be stopped should never be deployed.
BEFORE SCALE
Pre-Scale Governance
Use it before greater autonomy, access, reach or consequence. It asks whether the human capacity to govern can scale with the technology.
Not only: Can the system scale?
Also: Can accountability, intervention and recovery scale with it?
Five-minute governance check
Better questions, before bigger claims.
Authority
Who has the right to decide what this system may do—and who can take that authority away?
Accountability
Who answers when the outcome is wrong, harmful or impossible to explain?
Intervention
Can people actually pause or limit the system when time and pressure make it necessary?
Recovery
How will affected people be informed, supported and restored after failure?
Use does not mean outsourcing judgment.
Culture Key provides a structure for human judgment. It does not provide automatic certification, legal compliance or a guarantee of safety. The responsibility remains human—and therefore needs to be visible, exercised and reviewable.
