You do not need to build an AI system to ask how it is governed. Every time AI makes, recommends or shapes a decision that affects people, the governance question already exists.

Do not begin with an abstract policy. Begin with a system, decision or deployment that already matters.

Name the system

What does it do, decide, recommend or control?

Name the people

Who may benefit, be excluded, be affected or bear the cost?

Find authority

Who can approve, restrict, pause or reverse its action?

Test recovery

What happens after error, harm, conflict or loss of trust?

If no one can explain how a decision can be challenged, stopped or repaired, the system is not yet ready to be trusted with it.

INTERVENTION

STOP Framework

Use it when a system may act with meaningful autonomy or consequence. It examines stop authority, veto velocity, rollback integrity and the arbitration layer.

A system that cannot be stopped should never be deployed.

BEFORE SCALE

Pre-Scale Governance

Use it before greater autonomy, access, reach or consequence. It asks whether the human capacity to govern can scale with the technology.

Not only: Can the system scale?
Also: Can accountability, intervention and recovery scale with it?

Five-minute governance check

Better questions, before bigger claims.

Authority

Who has the right to decide what this system may do—and who can take that authority away?

Accountability

Who answers when the outcome is wrong, harmful or impossible to explain?

Intervention

Can people actually pause or limit the system when time and pressure make it necessary?

Recovery

How will affected people be informed, supported and restored after failure?
